ISO provide the newest safety criterion about mechanism and physical performance of toy (first part of 2009 ISO, chapter 8124). The new edition combines the two previous amendments and new requirements of toy scooter.

Definition:
Toy scooter belongs to riding toy which is drove by user’s muscle or other ways. It is divided into fold or unfold according to its structure and fit for children less than 50Kg.It consists of a pedal, at least two wheels and an operation stick, fixed or not.
Warning:
Require to remind parents or guardian to realize the potential danger. “Notice! Guarding device is compulsory. Do not let children over 50kg play this scooter.”

Projection |
The handgrip of toy scooter should be protected by round shell or stuff made by flexible material. The diameter should be more than 40mm when testing at a point where is less than 20mm to the end of handgrip. |

Wheel size |
The diameter of the front wheel should be no less than 120mm. |

Brake |
Brake system is compulsory if toy scooter is designed for children over 20kg. |

Flexible , folding operation stick and handgrip |
a) To avoid sudden height change, the flexible operation stick should be: - adjust by tools or - At least one main lock and one assistant lock system. At least one of them could work automatically when adjusting the height. Turning pole could not be separated when in daily use except stripped by man b) The folding operation stick should have a lock device for control. c) If a column pole with a diameter of 5mm could plug into the space between mobile elements which may hurt finger, then a pole with 12mm diameter should plug in too. d) the hatch between the mobile elements which might cut finger could not be plugged in by a column with more than diameter of 5mm e) handgrips should not be separated into two or more parts in test |

Stability |
Scooter with a maximum diameter of 150mm should not overturn when carrying 50kg for test |

Intensity |
During test(static and dynamic intensity): -without touchable sharp edge -without touchable tine -drive device do not have the potential risk of hurt finger or other part -without any damage that might cease test according to ISO 8124 During test of the operating stick: -it should not be destroyed according to ISO8124 - it should not be separated into two or more parts -lock device should not lose function or be separated |
This requirement of children scooter is close to EU’s toy safety standard (EN 71 Part one)
At present neither EU nor US is authorized to comply with the ISO8124 standard. But it has been used as a national standard in China and Australia.
